Investigate what it will take to make an Arduino library that contains some basic functionality to make it easy to interface with our custom board.

Some of the things it should include:

Function to get the direction of the rotary encoder.
Function to get whether the rotary encoder's button was pressed.
Library imports to provide RGB control.
